Dairy cows welfare at farm, ensuring quality at source
CoWel | Measure 16 “Cooperation”

The added value of the Operational Plan
According to data from ELGO and FAO, Greece produces approximately 685,000 tons of raw cow’s milk annually, with a selling price of around €0.38 per liter in northern Greece. Recently, the total population of dairy cows in the EU has decreased, while individual production per cow has increased to seven tons per year. However, this increase in productivity is not uniform and fails to address the inequalities among countries and producers.
The implementation of the Cowel Standard is expected to bring significant economic benefits to cow farmers. This assessment is based on the following:
At the national level for the first time
The development of the Standard for Animal Welfare is grounded in both the scientific data and the results of the research carried out in this thematic field, as well as in the social and economic data of the sector, as identified by cow farmers, the industry and consumers of cow’s milk. The innovative elements of CoWel refer to the method of its constitution, with the participation of all potential users, as well as to the consideration of qualitative parameters at the level of primary production and the Greek market, to formulate the applications proposed. The CoWel Standard will be implemented for the first time at national level on a voluntary basis by users, cow farmers and processors. The approach to the implementation of the project allocates responsibilities for the coordination of work, but also the expected benefits, on equal terms between all partners.
Agricultural European Innovation Partnership (EIP-AGRI)
The objective of Measure 16 is to strengthen the culture of cooperation between the involved bodies with the aim of:
- strengthening the competitiveness of businesses in primary production (agricultural holdings) in the food sector, mainly local products but also as well as
- the search for new cultivation practices and production practices that contribute to the protection of the environment but also to adaptation to climate change.
Through the partnerships that will be developed, the opportunity will be given to utilize new technologies and innovative processes for:
- the production of safer and healthier food.
- the reduction of water consumption and in general the cost of inputs for economic and environmental benefit
- ensuring the uniqueness of certified agricultural products
